This literature review, **authored by Karina Gómez and Prof. Paola Uccelli of the Education Lab for Latin America (ELLA)**, examines the best available evidence on learning recovery tutoring programs for secondary school students, with a focus on informing the design of literacy and mathematics tutoring for low-performing students in Brazil. Drawing on experimental and quasi-experimental studies, the review identifies key features of effective programs, including tutor qualifications, tutoring frequency and duration, group size and student grouping, instructional content and materials, and considerations around student stigma and engagement.

The evidence highlights the importance of sustained and intensive instruction, strong subject-matter knowledge and tutor training, diagnostic assessments, high-quality instructional materials, and close alignment between tutoring and students’ individual learning needs and grade-level curriculum.
